Document Repositories and Metadata

How do you develop a document repository for millions of documents that have no consistent structure or syntax? What do you do if the documents are all image files such as pdfs or tiffs? It is one thing to dump them into a repository, but what if you might need to find one of these things somewhere down the road? The answer, as we all know, is found in metadata, but deploying a comprehensive and scalable metadata solution for an enterprise than can permit real findability of otherwise unsearchable content is not an easy task.
